The Pachekki Imperium - From GURPS Aliens and other GURPS Sources.

What with one thing or another, in this Galaxy the Pachekki beat everyone to the punch in discovering hyperdrives.

Now a Pachekki order rules the star lanes. It's having trouble.  Hyperdrives are too fast for their social organizations to keep up, so there is no one Pachekki central Authority - there are several who consider themselves semi-autonomous allies of the homeworld.

They're trying to limit Hyperdrives to only Pachekki in their Sphere, mainly to try and simplify the maintenance of order and control.

This is not working out so well.  Solidly colonized or dominated Pachekki worlds can enforce this embargo.  Any Non-Pachekki ship that goes there is seized. But frontier worlds, lightly populated worlds and worlds without much military punch cannot dream of enforcing the embargo.  Also, non Pachekki merchants bring good stuff.

So the Pachekki governments are getting progressively more demanding and controlling to try and get ahead of this.  Some thinkers point out that they're screwed. The numbers just don't work.  But Pachekki Control Freaks are in charge.

One group fighting Pachekki are Lyrans. Lynx people from SFB.  They greeted Pachekki demands for control like any good cat people - they killed the people making the demand and stole their hyper drives.

No node of the Pachekki Imperium can afford the war needed to bring the Lyrans to heel, So the Pachekki patrol and grab any Isolated Lyrans they find. This sets up the Lyrans to be pirates and Smugglers in the Pachekki Imperium, which they gleefully do.

And, since part of the Pachekki Imperium's attempt to control is to limit and control how many hypder drive ships are doing anything at any time, this makes a black market for Hyperdrive travel. Pachekki criminals happily do business with stolen hyperships, or allied outsiders.

The Pachekki Imperium's halo of rebels, criminals and free spirits is about to impinge on this node's known space.

And they're about to buy a complete ration of crap from the various people they're going to meet.

The Pachekki Imperium is Lawful-Neutral-Evil.  They'd rather be Lawful-Neutral but will be as evil as they can easily and cheaply be to maintain control.
