Unless it's covered in the later parts, I think you missed something when figuring out how organizations in other countries treat the Second World: Colonialism. If you go back to 1923, many countries own huge amounts of land that they don't own today. It's going to be MI13 that reacts to incursions in India or much of Africa (and maybe even Australia, since independence was only in 1901), because those areas are British. And France owns so much, including a lot of Africa, that you shouldn't have dismissed France as not having any real incursions on their territory.
